Is the Sacramento Era nearing an end?

Last night on the Local Fox 40 news, and again in the Sacramento Bee this morning, reports are coming out about David Stern making a huge announcement about Las vegas.
Lord Stern said that he is NO LONGER OPPOSED to having an NBA franchise in Las Vegas. He even went as far as to say that if the 30 current NBA owners voted to move a franchise to Las Vegas, he would not veto it.
A big part stopping it is the Sports Books, but a pro team in Las Vegas would most likely come under the "UNLV" rule, where a team would be off the books while playing there.
Now Stern and the Maloofs both say that it wont be the Kings, because the money to be made from an expansion franchise is much greater than moving a team; however, I dont see Stern wanting to dillute the NBA talent pool any more than it is. Guys like Jake Tsakalidis should not have an NBA home.
What I dont know is if this is Stern playing the ultimate of hardball with the city of Sacramento, espeicailly since the city government of Las Vegas is scrambling to organize a location and financing plan for a new arena.
I really think that peices are in place now, and if a new Arena is not built, we might be ushering in the Las Vegas Kings. (Shudder)
