Well, that's a new one
Sometimes your shoe comes untied during the course of a game. Sometimes while your team is on offense, you lurk in the backcourt and quickly tie your shoe, and get back into the flow.
Other times, you just pick up your dribble, lean over and tie your shoe for 10 seconds while the defense does nothing.
