If Petrie likes Rubio a lot
or any player for that matter who is higher than 4, I fully expect the Kings to move up. There is also the possibility of moving down.

That's sort of where I'm at on this too
Petrie and the scouts will do their work. Players will workout. One or two players will emerge as Geoff’s favorite, and if GP thinks he can take him at 4, he’ll take him at 4. If he wants a guy bad enough and he doesn’t think he’ll be there at 4, I think he’ll make a serious effort to move up and get him, especially if Choice #1 is miles ahead of Choice #2. I don’t think we’ll move down though even if Petrie thinks he can get his man much lower; that doesn’t seem to be Geoff’s style (see Thompson, Jason. Dammit, I swore to myself I’d never do that).
The bottom line is, this year Petrie gets to take almost anyone in the whole world that he wants. I feel pretty good about that, considering how well he’s done in the past under far more restrictive circumstances.

I'd love to see us move up
But no matter which way I look at it. I don’t see that happening. It’s not like some drafts where #4 and #2 are close. I don’t think 4 & 23 buys you #2. And, while I’d be willing to give up anything but K-Mart, Hawes, or JT, what else do we have of value? Is anyone here suggesting they’d give up #4 and one of the three listed above to get #2? Or is there a realistic (meaning most people could see it happening) chance of any other trade that would move us up? For 90%-100% of the teams out there Griffin is the clear number one pick. But I think the difference between 2 and 4 is at least as big as the difference between 1&2.
Moving down is far more likely in my opinion.

I don’t know why you keep asking that question, but the answer is that you’d make such a move if you think you can get a better player to improve your team. That is why you would do it.
Now do I think we should move Martin and the 4th pick to get the 2 spot? No way. It’s a silly idea, I think. There are far better (for the Kings) and more realistic moves that we could think up in which Martin would be moved.
Having said that, I like Martin and am not particularly interested in seeing him moved unless we have a good shot at a better team.

Chances are if we move up it’d be to number 2. They really wouldn’t want to take on the salary. Plus, they already have OJ Mayo as their big time scorer. It wouldn’t make sense
Also, having Rubio without Martin on the team would make Rubio way less effective

A star Not! Trade up - No!
K-Mart is a very good player but not an NBA star – yet There are his questions about his durability. He is the best player on a very bad team. This can mask both make a player look better than they are. At the same time It can also hide how good a player actually is. He does have potential to develop further and reach star status. But with the limited talent on this team, you can not risk a proven, above average player NBA starter for an unproven rookie.
As I have proven in other sections of this board, there is a tendency amongst King’s fans to over rate our players and other shall I say ‘parts’ of the Kings. Even ones from the ‘glory days’. Especially a tendency to focus on a ‘career year’ or ‘career series’ rather than the longer view. A star does it year in and year out. The NFL has had many 1,000 yard rushers for a season or two. The great ones like Peyton, LT, Emitt Smith produce over many years.

physique evaluations,
Body tests of all kinds,
etc.

mental testing can be intelligence and mental acuity. Psych testing would be more about mental health stuff.

Why are we all assuming that Rubio is the player that GP wants anyways, let alone that he wants him so bad that he’d trade up to get him? Rubio has all the hype, but I think it’s been well established that Mr. Petrie cares not for hype.
We obviously know that he was intrigued enough to take a trip to Spain just to see him, but did he like what he saw? Maybe I haven’t read everything that’s out there, but so far I haven’t seen anything that would indicate that Geoff was blown away or that he’s found his man. Lest we forget this ancient chinese proverb:
A man who makes assumptions about Geoff Petrie is a man destined for a suprise
