The Cap Space Question?
We would have to spend 9-11 mil (depending on the math) on mediocre players just to get to the minimum salary floor per the new CBA (which is something in season's past we were pretty good at), but in terms of our long term success, could be problematic.
I may be missing something or we may find a solution (like helping teams get under the cap for future draft picks), but with a compressed free agency period, there is a distict possibility, we could end up having to sign someone we don't really want or need. Plus, are there new rules regarding contract length? Could we sign someone for 1 year only or is there a minimum contract length? If we have to sign someone for longer than a year, we could be in trouble.
What if, after years of hording cap space, we have to use it on a combination of players like Chuck Hayes, Kwame Brown and/or Josh McRoberts. Please tell me this isn't possible.

I'm not sure if it's possible
but could we not just go ahead and re-up Reke and give him a front loaded contract to use up that space if there isn’t anyone they like available? The Thunder did it with Nick Collison last year, giving him a 4 year deal (I think) and the majority of it was in the first season using up their extra cap space.
Hopefully one of our cap experts here can help us out on this.

You have to spend $49.3 million (85% of $58 mill cap)
But, you have the entire season to spend the money. Yes, you can sign a one year deal with one or more players to get to the $49.3 million. Yes, the Kings might have to do it by signing 3 or 4 players, making a trade or bidding on players that are waived using the amnesty rule. By hook or by crook, the Kings MUST spend $49.3 million dollars this season or face penalty.
The world is not your Trade Machine.
