Sac asks the Maloofs to put their promise in writing

Looks like the city has changed track from threatening to sue under CEQA to simply asking the Maloofs to put the verbal promise they made to pay back the $77 million loan before they move into writing. Not that the city doesn't trust the Maloofs...
