He mentioned "people" (I presume BOG members) did not realize Sac is a top 20 market.

He just said that he'll be showing the NBA a "clear path" to building an arena.

Setting up a not-for-profit entity to finance the arena through shares issued.

I think the reporter mentioned Burkle/VanDusen/Webber

And my guess is KJ was implying that there is a general misunderstanding of that group’s makeup. But not entirely sure.

he never had a lot of hope all those parties could be made to cooperate (read Cal Expo).

It was just too smart a solution – but also gave too many voices the opportunity to say no.

He referred to the financing as a gap in funding

They will put together a financing picture that illustrates the guaranteed funding streams along with whatever gap there is that needs to be made up. I assume they will also have suggestions on how to obtain that addition funding through means that do not require a vote, thus no new tax on income or sales tax, etc.

I don't think I could be more optimistic right now

like many have already stated, it rides on the new ESC. KJ has done a great job at buying enough time in order to present the arena plan. We are a feasible city and the Maloofs financial struggles coupled with their move being to a pro sport congested city has given us a window.
 
If the Kings stay one more year due to whatever reason they will stay in Sac for good. Thanks for stepping up everyone. And make sure you show the love to the people who made it possible no matter how small their contribution.

I'm a little worried about not having financing for this arena plan in place,

but I’m still pretty freaking optimistic, all things considered.
