It wasn't great
Couple of Hall of Famers in Dirk and Paul Pierce (both who were after J-Will), and Jamison, Carter and Rashard Lewis later in the draft. Olowokandi was the #1 pick.

Jamison & Carter went 4th & 5th overall in that draft.
The only major player that went deep in the draft was Rashard Lewis and Brad Miller who went entirely undrafted.
Overall 1998 was a pretty good draft. Not great, but certainly nothing anywhere near awful.
