I think you are being too easy on the situation.
This has been going on for YEARS. A lot of trust has been placed onto Petrie’s hands. We’ve watched other teams build up while we still linger on the bottom.

so I can’t even get frustrated with the players and coaches
With Petrie? Sure, he’s built a horrible team and has gotten a pass because he put together high octane Kings team early in the 00’s
He’s built a team with individuals, and instead of getting better complementary pieces he’s tacked on more selfish players. The team is set up to fail. This isn’t just the players or coaches faults, fire the coach, but nothing will be fixed until you FIRE Petrie.
