Mitch Richmond is still getting paid by the Lakers?

A buddy of mine tried to tell me that the Rock is still getting paid even though he is retired, then he showed me this;

Now I know there is no way the Lakers are paying Mitch right now. So does anyone have any idea what that "cap hit" is and how it works? I see our old friend Jim Jackson is on the Lakers list... The Kings however have no one:
